Help me out here people, I have a bit of a question for you. If the local road safety camera partnership park their covert surveillance van on the wrong side of the road obstructing the pavement thus forcing pedestrians to walk around it into the path of the traffic AND if the van load of police that are waiting to issue tickets a few hundred yards further down the road are impeding the flow of traffic and obstructing a junction, can the road safety camera partnership be said to be doing its job?
I personally don't think so unless the slowing of the traffic because of the obstructions counts as traffic calming measures...
