Care Standards Defy Belief

Now as you all know I've had the joy of writing a fire safety policy for a care home. We are now grappling with the thorny topic of...wait for it Mr Squeaky...fanfare now if you please...Health and Safety! I just knew you'd be impressed.
Now the Health & Safety at Work act is a fine document and I can thoroughly recommend it to anyone with acute onset insomnia, however some of the associated acts, regulations and so on are even less stimulating - if this is humanly possible. Anyway to cut to the chase, the CSCI (Care standards inspectors) ACTUALLY EXPECT you to read, learn and inwardly digest some of this stuff.
For example, the electricity at work regs basically state three things, don't play with electricity, switch stuff off if you have to meddle, only meddle if you're an electrician. So how does this relate to care homes, especially as approximately 75% of the document relates to mining, filming in mines (believe it or not) and not accidentally detonating 500 kg of polar ammon gelignite electrically.
Policy therefore is as follows: Don't mess with the electrics, if you do tough, no mining and be careful with stuff that can go bang.
